**UNISON VICTORY**

 

We have learned that Harrow Head Teachers, as passed in the UNISON motion, are in the process of informing staff that school Governing Bodies are the employers of our school members and so any possible changes to terms and conditions will be made by Governing Bodies, not Harrow Council. 

The embarrassing about-turn by the Council was solely down to UNISON member pressure in which Harrow’s senior officers apologised profusely to school Head’s for the unjustified and once again ill-advised inclusion of schools ‘non-teaching’ staff within the ‘modernisation’ proposals. 

The proposed inclusion to slash the redundancy policy would impact all staff and make it easier and cheaper to sack our school members.  However, we are astounded at the Human Resources Director’s position on this and we question why he is attempting to dissect the Protocol for Managing Organisational Change (the restructure policy) which includes the Redundancy scheme; the redundancy policy can not be extracted and it is not a stand alone policy. 

We can only assume that his view of a ‘fair and balanced’ approach to cuts to terms and conditions means the inclusion of a policy which would hit all staff.  UNISON questions his perverse perception of equality and equalities and once again will constantly monitor the situation in order that no further misdemeanours’ occur from him or his department.  We will continue to work with the Chief Executive, Michael Lockwood, who has committed the Council to achieving fair, balanced and proportionate proposals.  

The Branch is indebted to all our members who supported the motion and who have spoken out against their inclusion within the consultation meetings held in schools.  This is a great achievement and proves once again that ‘in UNISON you are not alone; you are one in a million’.  We are the only recognised union fighting against these proposals.    

We continue to lobby and do everything in our power to protect our Council member’s terms and conditions and will campaign to get Harrow’s Labour Administration to resume negotiations.
